Apply a bunch of good penetrating oil and then give it some time--
before working back and forth carefully with a decent wrench.
Breaking is not very likely, IMHO, since these are thick, solid steel
rods (unlike bolts that are weakened by threading). However take care
not to round off the flats with overly exuberent wrenching.
