A/C Compressor not coming on - Help with Ch. 17 diag

So,

Channel 17 says the compressor is off and Segment 3 is lit.

This indicates that there is a Low outside temp or controller is OFF or on Econ.

I have double-checked channel 4 & 5 and the ourside temp sensors seem to be fine.

The button is pressed for "Auto" and the LED is lit

Any ideas? I am completely stumped.

I have tried a known-good controller unit with the same results.
