Weird CC fan behavior

Gents:

Recently had the AC (R134 retrofit) serviced.

Since then, the cc blower fan seems to only come on when it wants to...
I can hear the flap positions in the airbox change when I select off, econ, 
hi/lo, auto, def, but no fan, even when I push the hi/lo fans speed 
buttons.  Changing the temperature also has no effect on the fan ( air temp 
DOES change)
  No error codes on channel 00.

This morning the blower finally came on after 30 minutes of driving.
Had to stop and turn off the engine.  When I returned and started the car 
again, the fan came on immediately.

Any BTDTs before I dig into the plenum with a voltmeter ?
