91 200 TQ Wagon stalling

If the MAF fails, it will only allow very gentle throttle before "bogging" down.  Sort of a limp home mode; think it uses throttle position to estimate air mass.  So, your 2200 rpm limit sounds like that.

Intermittant points to electrical, I'd think.
