Top causes would be failed wastegate frequency valve(measure the 
resistance, spec is in the Bentley, probably on SJM's site too), or 
faulty overheat signal from the multifunction temperature sender on 
the driver's side of the engine under the intake; if you have A/C, 
that's not it, as it is the same signal line that does both.

It's not a bad bypass valve(no stalling) and it's probably not a 
vacuum leak(usually shows up as 1.5-1.6 max boost, or massive running 
problems under acceleration).
