What is this?

It's located in the space under and forward of the radiator/AC condensor.  
It's a piece of thin, blue aluminum, about 6" long by 2" tall, with 3  
electrical wires going to it. The aluminum is mounted to a piece of angle  iron/steel 
thats then screwed to the square tube the bumper mounts go in. The  wires are 
attached to this aluminum and separted from each other by a  couple inches. 
>From forward to back the aluminum has stamped  labels above the wires E1, E2, and 
E3+A, with red, white, black wires  respectively.
 
I can't find it in Bentley.....or I haven't looked in the right  place.
