What's This/What's It Do?

Curious, my car is missing some boost, I get an easy 1.4, works for 1.5 and a 
rare 1.6.

I did pressure test to the system via the rubber cap in the intake track and 
at 15psi it launches my oil dip stick.

Even more curious it started doing it on my annual trip back from Snowmass 
two week ago!

I will dig into mine shortly, let me know what you find?
