As I'm sure you know, surging at partial throttle is a common symptom 
of a bad O2 sensor (among other possibilities). Even though you've 
installed a new sensor, it's possible that it is defective or wired 
incorrectly. Is it an oem sensor (i.e., plug 'n play) or one that 
needed to be spliced to the oem wiring?

Before doing that, I'd first spend some time verifying the correct 
operation of the O2 sensor.
