Still Surging

Still Surging? 

I have a similar issue, only when outside temps are cold and car is cold.
Once the engine is at normal operating temps, the issue is gone. Somebody
suggested that the sensor located in the rear of the block on the passenger
side might be to blame. I have not replaced it, because it is summer and of
course there is no issue now, and I like to procrastinate. Could somebody
tell me what that sensor is designed to do? I'm tired of replacing sensors
and switches that don't seem to resolve issues.
