Mark:
I'd take a #2 phillips screwdriver, remove the two seat retainers bolts and 
pull the seat up and out.
Make sure the positive terminal of the battery is covered by a plastic 
"plate" to prevent accidential grounding.
Then unbolt the satbelt retractor and replace with one from a 10V parts car.

You may need a "torx" bolt socket available at Sears or similar.
Just a suggestion.
