200 20V Engine Mount

In the fuse box under the 200 20V hood there is a relay # 214 which when my 
fan runs after I pull the key out, I can stop by removing this # 214 relay.

Any way to test it to see if its shorted or bad? 
Fan WILL stop after a while but the real cold killed the battery.

Or am I looking into a iginiton switch issue?  This cars seems to work okay.
