Odd No Start

Group-

So I was out running errands today.  After my first, I went to start the
200 and nada.  Tried a few times with no effect.

After some digging around, I was able to get the car started by jumping
the starter, running 12V directly to the small wire on the starter
solenoid.  With the car started, I went straight home.

At home, I dug in a little.  First guess was that that small 12V wire to
the starter solenoid was not getting 12V.  A quick check with the multi
meter showed that with the key turned to the start position, 12V was
indeed getting to the starter.  Just to be sure, I cut off the end of that
wire (it was corroded, and the insulation was long gone) and spliced in a
new end.  Still nothing.


So here is what I have so far:

- Starter is fine, with the key in the run position, if I run 12V directly
to the starter solenoid, car starts and runs normally.

- Small red wire to starter solenoid is getting 12V with the key in the
"start" position.  Verified with multi meter.

- When I turn the key to the "start" position, I can feel #8 relay
clicking under the hood.

I am obviously missing something simple, but I don't know what it is. 
Right now I have a small wire running up to the jump start post so I can
start the car if I need to, but this is not a solution. Any ideas?
