actual cash value of my '91 200q20v

I was screwed last fall on my 91 TQ20V with 70K. The car was sideswiped with 
a $3k estimate. The car was valued at $4000. I kept the car and got $3200. 
The company was USAA. I was told that since I had no collision, I had no 
alternative but to take the offer.
