operating temperature?

If your 200 never gets very warm, I would suspect that you might have a bad
thermostat.

When I had a thermostat go in my 200, it would only register maybe one mark
off of full cold,
though. Forget about heat.

Is it possible that someone installed the cooler of the two thermostats
available for the car?

I wouldn't recommend running the cooler thermostat unless you're always in
very hot climates.

In the Passat's case, I would also check the thermostat. If you can verify
temperature via other means
to see that the engine is actually getting warm, then I would suspect the
gauge itself (BTDT in both
the A4 and the 200).
