Idle Stabizer Valve

So I think mine is no longer working properly.  Car starts hard when cold, 
and often times won't idle after being shut off warm, and restarted after a 
short time interval.

For curiosity, took off the valve today to see if it was gunked up and while 
I didn't see too much crud inside the valve, I couln't move the 
flapper/door/valve.  The valve was stuck about 1/8 to 1/4-inch open.

These seems odd to me that it would freeze up like that.  Anybody with 
ideas?
