too cool temps in the winter

Since I replaced the radiators, hoses, auxiliary water pump, thermostat and
heater valve 18 months ago, the temperature gauge has pegged at just above
the big mark not quite midway in its range. Didn't matter if it was 80-90
degrees (F) or (the other day) a -12 (F) as long as I was traveling at
highway speeds. Summer idling made it rise. Cold weather has not kept it
below that mark. Before the new parts went in, it read in the first mark
or so off the bottom summer or winter unless idling when it was hot out.
Heater output always has been warm enough that "auto" turns the blower rate
down once fully warmed up. Heat only was poor after fully warmed when the
flap motor acted up. I think I parked the car so the rear was lower when
I filled the system with coolant/distilled water mixture. I seem to
remember running the engine untill the heat worked and then having to add
coolant several times to get it filled to where the reservoir would stay up
when the car cooled down.
