Quick trouble shoot question - starter solenoid

Hey all,
I have a new, remanufactured, Bosch starter that I think is faulty.  Is it 
safe to say that there should not be any voltage detectable at the trigger 
terminal on the solenoid when 12V is attached to the main (motor) terminal?
I get 0.3+ volts here and I think it is freaking my alarm system out (NF 
engine in a Vanagon)
Any one have one on a bench they can test?
