A/C - fan always on?

And so does the fan turn off if you are driving on the highway - say 70
mph or so - and you are creating enough airflow to keep the hi-pressure
switch from tripping...does this make sense?

When the A/c is turned the #1 speed of the fan is activated and is 
always on.
even in the winter when using the defrost.
The #2 speed is what kicks on when the cars is getting warm ( the normal

fan speed)
 and #3 speed is the
oh sh#t I am almost toast speed.
