Either you don¹t have the HP service valve(s) open or your gage is dead.
Test it on the LP side. Under static conditions you should have the same
pressure, H and L.

The LP switch will shut the system down for insufficient charge at about 40
psi, hence the fast cycling. You either have insufficient charge or the
restrictor orifice is blocked. See Bentley 87.5
