HVAC air flap stuck open?

The flaps open and close through a vacuum "motor". Its a flexible bulb
that expands and contracts to operate the doors. I've seen a bulb break
free from its mounting so that it didn't have anything to push against to
operate the doors and I've seen one split, probably from age???
