Thermostat

I suspect that my thermostat may not be functioning properly and the car runs too cool in cold weather. Is the Normal operating temperature shown on the gauge consistent from car to car? If so, where should the needle be?
In low temperatures (10 to 20F) the needle is just barely above the larger close-together marks on the left. If I sit in traffic in the cold after running for a while it will move up to just before the 12oclock position and the fan will kick on.
Also,
The oil temperature gauge, where is the normal operating temperature for this one? Mine seems to register low all the time (can't recall the number but it is quite far to the left).
Thanks,
Nathan
