No, not necessarily.

Caliper clearance is determined by the spoke clearance- backspacing and
offset play a factor.

Depends on the actual wheels, also. Type Ts are likely to clear, due to the
shape of the spokes. Type E, maybe. Type C also have a lot of clearance.
