You can remove the heater control valve entirely and replace it with a
straight piece of pipe ( as I recall, as 5 inch long 3/4in galvanized nipple
worked well - I carry one with me now) and still have heat. I did that in
Las Vegas around Thanksgiving last year when I lost my HCV.

Tom,
The HCV is a normally open valve, vacuum closed, so with the vac hose
removed, for sure you should have water flow. Are the heater supply
and return hoses warm? If so you have hot water flowing. Next look to
the air system for your problem.
