If your speedo works, but your odo does not work, most likely it is caused by a broken gear. follow repair procedure written by Huw Powell on his Audi pages (do a google search for 'Huw Audi') and it will get you there. I believe it is under the "80" series of repair pages.
if the speedo is flakey, you probably need to repair the circuit board. there should be a few writeups online, check chris miller's audi 200 site (google: chris miller audi) for the most likely place for this writeup. My speedo was experiencing the classic symptoms, but was solved by simply removing it from the Instrument cluster, spraying some electrical contact spray and reseating. Oxidation on the pins or something like that, I presume.
I have also had a flakey speed sensor on my transmission affect speedo / odo.

The symptom I have is the flakey odometer and bouncy speedo. I guess its a combo of both gears and contacts.
I'll get the cluster out and see where it goes from there. I'm finding the dash switches (fog, def.) are working the more I play with them. The car sat for a while and is now getting some use.
Time 'll tell.
