Fuel filter replacement procedure?

What is the typical way to replace the fuel filter? Specifically, what 
is the procedure for depressurizing the fuel system so I don't spray 
gasoline all over myself and the engine compartment?

I also heard that one should pre-fill the filter with fuel before 
installing it to prevent the sudden rush of gasoline from the pump 
destroying the filter element. True or false?
