Normally I'd agree. But there's a reason those washer pumps are cheap. They're cheaply-made. Of course, I've had to do both.

Check the plastic line that runs along the left fender to the hood  hinge.  
Mine has broke and leaked several times over the years.  The  plastic gets 
brittle and cracks.  I used rubber hose to splice the bad  sections.
