back up lights

Any one have any experience fixing back up lights.  Fuse, bulbs and  
connections good.
 
Are they wired hot with the switch (where ever it may be completing a  
ground)  Got some strange readings with my meter.  I have repaired the  wires going 
through the rear window hinge (Avant) before.
 
I did the test with key on, car in reverse, not started.
