parking brake mechanism stuck

I don't think you will have any luck trying to "unstuck" from the out side.
You will have to take apart, clean and lube.  Hopefully someone will post
the procedure.
I did add a grease fitting to my calipers, they will freeze up again. I
drilled through the actuating mechanism, right down through the middle of
the circle of the return spring. This opened a path to the actuating
"capsule".  Then tapped it for a grease fitting.
