Starter lock out?

Mike,
 I have tried that, with no success. The way I see it, because I have no #8 relay I have no system to interrupt current to the starter.....other than a wire being compromised. I'm thinking it's the circuit from the 36 side of the relay location to the solenoid....

Have you tried locking both the drivers and passenger doors with the key and 
then unlocking them?
