Robby-
There is no overboost function in a 3B ECU, you need an AAN, ADU or similar
ECU for that function.
I think you're correct in the 21.5psi (gauge reading, not absolute).
Since your subject line asks for the best boost gauge, I'd submit that the
Defi BF series are the best, with STRI, Omori, Greddy and the like as close
seconds.
Most of the gauges that are electric rather than mechanical, that use a
stepper motor system are very accurate and reliable. The nice thing about
most of these is that there are also peak warning, hold and replay functions
that can be useful for diagnostic purposes.
