Mike,

There is a slight difference in two terms

Overboost function:  allow slightly more boost for a very short period,

Overboost cutoff:  Action taken to protect the engine if a dangerous level 
of boost is detected.

I believe Taka was referring to the first, and you were describing the 
second..
