Wierd Boost behaviour

Suspects include N75 valve and IAT connection.

Posting for a friend....

RS'2 3b (injectors., MAF, turbo, EM, Cams, MTM chip & 3bar Bosch PT), recently rebuilt,
all new sensors and BPV.

Only gets boost with partial throttle and only about 20psi, should see about 26psi.

Has performed repeated pressure tests.
Checked and reset the TPS.

I recall reading about similar issues in the past, but haven't found anything by
searching the archives on Audifans.

Any ideas?
