The California cat law applies specifically to aftermarket cats and
prohibits the advertising, sale and installation of any aftermarket cat not
exempted (certified compliant). It also prohibits the sale and installation
of any used or modified cat of any type. OEM cats are not prohibited. And,
I'll bet a rodded out cat will fail smog simply because the carbon emissions
will be too high. Probably the only real good that comes out of this - aside
from reducing emissions - is that the certified cats now must meet minimum
mileage and 3 year registered warrantees, so the junker cats won't tempt us
with their cheap prices.  Here is a good link that helps explain the way the
