This is the sort of legislation that would probably win in Texas. Let's hope
our Mass. brothers prevail. I'm going to shut up now before my foot is
permanently lodged in my throat.

Again, you've got this backwards.
The legislation is FOR access to documentation, fault codes, etc and
was filed by a consortium of independent mechanics and parts companies
like NAPA.
The automotive manufacturers are fighting it.
