91 Avant wiper arm needed...

I am trying to locate a good drivers side wiper arm. I would prefer new, but have been searching online and not had much luck. The passenger side wiper has way more tension against the windshield than the driver side. In slushy conditions it is next to impossible to see out. Any help would be appreciated. 

If anyone has any leads on the plastic rain cover, under the wiper arms or any good tips on repairing one I am all ears.
