I have been up this road on my '91 200 Avant. I suggest you leave the
intake manifold in place, but remove the throttle body. It's a lot easier
and will give you the access you need to work on the bolt and everything
else. The safety bolt and the glued on rotor can be removed with a Dremel
tool. The new rotor does not need to be glued, but does want to be the
rotor with the 11 mm tip. I would only remove the rotor to replace the old
plastic gear with a new bronze gear. This procedure also allows checking the
idle stabilization valve, discussed here recently, and the mess of vacuum
hoses and other entanglements behind the engine.
