Hanging hose

Isn't there a gas tank overfill hose that runs down there?  The small hole under 
the gas fill hole?

Put the avant on the hoist to replace the dead starter and first thing I 
see is what looks like a piece of vacuum hose hanging down between the 
passenger rear suspension and that plastic cover over the fuel tank.  
Can anyone identify it?  See
