It should hold vacuum into the heater valve. There is a diaphram in it, and
if it's leaking that's what is bad. It should only hold vacuum into the
system under certain conditions. When the valve gets vacuum, it closes off
the coolant. However, when it's not getting vacuum, the passageway is opened
at the controler (in front of the glove box) so that the vacuum that was
holding the valve closed can be released. Otherwise, even after the source
of vacuum is removed teh vacuum in there would continue to hold the valve
closed.
However, I would check the line that feeds the cc, fromt eh engine. Also, it
sounds like one of the flap controlers or lines may be bad. There are
several in there, that go from the controler to the flaps. If you want to
check them, pull that controler down a bit to access the lines, and start
testing with the mityvac. You should be able to find where each goes by
color in the manual, but I'm not 100% sure about that. If it's not in the
200 manual, try the V8 manual.
