No Boost Condition - Only Getting 1.0 Bar

A friend of mine's 20VTQ has no boost pressure whatsoever. It only gets 1.0
at full throttle.
Otherwise, it runs and drives, although it feels like I'm getting less than
100 horses.

I performed standard procedures to check all hoses, connections, bypass
valve, and even
made sure the turbo exhaust turbine spins and is not seized. Yes, it is
still connected to the
compressor turbine and it turns.

Here is a potentially very important point. I'm not 100% sure but I don't
seem to hear the normal
turbo spooling sound.  This makes me think that I may have a faulty
wastegate valve itself.
Wonder if a wastegate spring is broken or valve is damaged?  Anybody BTDT
before?

I haven't checked all electrical components and sensors yet.  So, the
problem could be elsewhere.
