If I remember correctly the valve is normally open, and the CC system uses vacuum to modulate it on/off as required. The flaps in the heater box keep heat from entering the cabin. IOW coolant flows all the time, until the CC system closes the valve............ like when the temp is satisfied.
Seems backwards to common thinking but that's what I remember.

The heater core is either on or off, controlled by a vacuum operated hot water valve, so could be a vacuum hose leak problem causing a hot core. Don’t remember if vac is on or off.
Nothing to loose trying the stop leak, powder or liquid.
