Yeah, to get to the controller and do the diagnostics, you have to remove
the dash top.  I've done it on one of my v8s before to replace the climate
control little sucker fan and I need to do it again on another v8 for the
same reason as you, to diagnose the CC.  I've never done it on a 200 though.
I believe it's slightly different, but I'm not sure if it's significantly
more of a PITA.  Someone else on the list can hopefully comment on that.
Have you checked the cruise control pump?  It's tucked inside the driver
side front fender behind the coolant recovery tank.  I disconnected it from
the rest of the system and hooked a vacuum gauge to it and went for a drive
to see if I could see it trying to pull any vacuum.  I used a mighty vac to
check if the rest of the system would hold a vacuum.  On my 200, I had a
dead/weak pump and then a bad pedal switch, which probably caused the pump
issue over time.  The cc system is getting a bit weak again, so I need to do
some more vacuum checking. On my V8 I used to try the cc once in a while and
once, just once, it engaged and held speed for several miles on the
interstate, but ultimately crapped out.  I have a feeling it's the stalk
switch, but I figure I may as well pull the dash and get familiar with the
procedure since I'm sure I'll have to do it again one another car.

I found a diagnostic procedure but it requires an access to cruse control
module which appears to be hidden some place above glove box. Is there an
easy access or I am forced to disassemble the whole panel?
