The issue is probably the fact that the correct driver-side cable length for the '91 is actually specified to be different (longer) than the one used in the 10v ('89 & '90) cars. However it's common to assume that the same set of cables are used for all cars of the type 44 series. Consequently, if the wrong replacement driver-side cable is used in the '91, it will be slightly too short (by a couple of cm). The too-short cable can be installed (barely), but will have much less slack and so on that side the cable will have more friction than normal. That is evidently what causes premature failure. It's happened to me, too.
Fortunately, the passenger side cable-length is the same for all models, so that side tends to last longer in the 91 even when the "wrong" cable set was installed.
Years ago it was possible to buy the correct set of cables for the '91 (if you knew enough to request/demand it), but most shops and vendors typically were unaware of the diference and used the wrong driver-side length. Nowadays I don't know if the "right" cable set is still available for the '91 200 20v.
It is/was _not_ a dealer-only part.
