[A4] Should I replace all four tires? 1998 A4 2.8 Quattro

Given that the old ones are in decent shape as you said, replacing only the fronts should be fine.  However I strongly recommend you get the same brand, model and size as the 2 old ones to maintain similar handling behaviour.  HTH.
