Tom,
I hate to break the news to you, but most likely your ABS controller is 
toast. It was the case with my '98 A4, as well as with a lot of other A4 
of the same vintage.
If you VAG-COM the car and it does not communicate with the ECU (Module 
1), and the ABS light is ON, you should prolly start looking for a new 
ABS controller.
