Yep I meant the supplemental electric radiator fan...

I guess I'd think they'd design it so that at highway speeds the fan would shut off - just seems like a wasted draw on the system....

  Which fan are you talking about, the interier fan or the engine fan(s)?  Either way, I think the answer is "Yes, the fan runs constantly".  The interier fan runs all the time unless you manually shut it off.  And I'm almost positive the engine fan(s) run whenever the compressor is on regardless of whether you are crusing or idleing.  The A/C condenser needs a constant stream of air and the easiest way to guarentee that is to run the engine fan all the time.
