[A4] Service Action JK--belt tensioner

Hi,
I have an 98 Audi A41 Q 1.4T.
Back in March my ball and socket timing belt tensioner failed (at about 
60,000 miles) and my mechanic replaced it with the new type of tensioner.
My dealer mentioned that there is a Service Action JK for my car for the 
tensioner. Does anyone know about this? Anyone have experience trying to get 
$ back for work not done by a dealer for a service action?
