[A4] replacing burnt out fog light

Sorry for this dorky question, but I am trying to save some time. My
2001 A4 has a burnt out fog lamp (driver side). According to the
Bentley manual, the front bumper should be removed to access the back
of the lamp in order to change out the bulb. Does anyone know if
removing just the under-engine cover will provide adequate access?
Perhaps it is just as easy to take off the bumper -- I've done it on
each of my 2 Audi 90s so I presume the A4 bumper is much the same.

ps. I wrote in a few months ago asking about getting a stronger
under-engine cover because on the road to the cottage there were a few
nasty rocks sticking out too high for the A4. A 2-week old 2006 Jetta
helped smooth the road a bit: cracked the oil pan on one of the rocks.
The municipality, I guess fearing a further lawsuit, decided to
remove/cover the offending rocks.
