[A4] Spark Control on 1.8T

The 10-spoke sport wheels (ugly) didn't make it until 2000.  The 99.5s got the previous 7 spokers, 
much nicer.   The sport package consisted of the 3-spoke Sport steering wheel, lower suspension and 
tighter dampers (although still not what I would consider a sport package suspension.)

The sport seats came in cloth only and they were a standalone option, not part of the sport package.
