[A4] Apparent Ignition switch malfunction

A clarification:
> ran normally. Voltage meter indicated the normal 16ish volts
> when running 12ish, when not.

Make that 14ish.  Brain cramp moment.

> The following controls do not work:  Turn signals, headlights

Today, some of these things work--except climate control and
starter...
