[A4] power steering problem?

Hi there,
  I justn started hearing a whining noise when I start the car. It intensifies when I turn the wheel and stays on even when the car is at a stop.
  there didn't seem to be any problem with the steering, just the noise. 
  Is this a power steering problem?
